Pulumi's pitch is that infrastructure should be written in a real programming language, with loops, functions, types, package managers and unit tests, instead of a DSL. The engine and SDKs are Apache 2.0, and you can keep state in your own S3 bucket for free. Pulumi Cloud adds managed state, secrets (ESC), policy and deployments. It is free for one user. Essentials is $40/month with unlimited users and up to 500 resources ($0.1825/resource/month beyond the included credits), Pro is $400 and Enterprise $2,000\. It can also consume Terraform providers, so coverage is rarely the blocker.
